The City of Durham, Community Development Department, the Lead Agency for the Durham Continuum of Care (CoC), is soliciting CoC Pre-Applications for the 2022 CoC Homeless Grants Competition. Organizations interested in submitting CoC Pre-Applications for Continuum of Care funds must complete a Pre-Application and be approved by the Durham Continuum of Care before the submission of full CoC Project Applications.
On Monday, April 11, 2022, the Community Development Department, as the Lead Agency for the Durham Continuum of Care (CoC), released the CoC Pre-Application and is soliciting Pre-Applications via ZoomGrants™, the department's online applications management system. The expected amount of funding to be available is approximately $1,700,000 to $2,000,000 and the funding source will be Continuum of Care Funds. This is the Pre-Application Process. No funds will be awarded from this Pre-Application Process. The Pre-Application Process is to ensure agencies have required documents and systems in place if they wish to renew CoC Applications, compete for bonus funds or any funds that are being reallocated. The U.S. Department of Housing and Urban Development (HUD) will issue an announcement later this year for the annual CoC competition for these funds. Full-Applications will be requested at that time. The CoC will score and submit funding recommendations to HUD later this year. Contracts awarded will begin during Calendar Year 2023.
All CoC Pre-applications must be submitted via ZoomGrants™ no later than 11:59 P.M. on Tuesday, May 24, 2022. CoC Pre-applications received after the deadline date and time will not be accepted and will be deemed ineligible.

Durham Continuum of Care Providers Win HUD Funding
Over $1.7 Million Awarded to Local Projects Supporting Homeless People
DURHAM, N.C. – Durham projects serving the needs of people without homes received over $1.7 million in federal grant funding earlier this month to further support their efforts to help those in need in the Bull City.
The City of Durham Community Development Department has been notified that the U.S. Department of Housing and Urban Development (HUD) Continuum of Care (CoC) Program has awarded $1,725,699 to 11 Durham-based projects. The grants will help fund permanent supportive housing for homeless persons and families, short-term rental subsidies, and Durham’s Homeless Management Information System (HMIS), which is a common database of the confidential records of Durham’s homeless people.
In announcing awards to approximately 7,000 projects across the nation on March 14, HUD Secretary Marcia L. Fudge said, “Access to stable housing is a basic necessity – the safety of a home is essential, especially as we continue to fight the COVID-19 virus. These Continuum of Care program grants, coupled with the historic resources in the American Rescue Plan, will deliver communities the resources needed to ensure that every person in a respective community has the equitable opportunity to a safe and stable home.”
The following Durham organizations and programs received FY2021 CoC funding:
· Housing for New Hope’s Andover Apartments (permanent supportive housing): $70,788
· Housing for New Hope’s Streets to Home Projects I and II (permanent supportive housing): $428,549
· Housing for New Hope’s William Square Apartments (permanent supportive housing): $72,231
· North Carolina Coalition to End Homelessness NC Homeless Management Information Network project (Durham’s HMIS): $55,752
· Housing for New Hope’s Rapid Rehousing Projects I and III (short-term rental assistance): $249,248
· Urban Ministries of Durham’s Fresh Start project (short-term rental assistance) $230,015
· Durham Housing Authority’s Home Again project (permanent supportive housing) $140,025
· Alliance Health’s DASH project (permanent supportive housing): $194,320
· The LGBTQ Center of Durham’s Rapid Rehousing Project: $284,771
According to Community Development Director Reginald J. Johnson, these funds are vital to Durham’s efforts to help people experiencing homelessness. “Continuum of Care funds are used to help house people, and that is vitally important,” Johnson said. “We appreciate all that is being done to shelter people who are homeless and all the community partnerships that are effectively ending homelessness for hundreds of people in Durham every year. We especially are excited this year about the Durham CoC’s new partnership with the LGBTQ Center of Durham to rapidly rehouse members of the LGBTQ+ community in Durham who experience homelessness due to domestic and sexual violence.”
The City’s Community Development Department serves as the Durham CoC’s lead agency, staffing the collaborative effort to address homelessness in Durham County and facilitating the development of the community’s annual CoC grant application to HUD.

January 31, 2022 DURHAM RENT RELIEF PROGRAM CLOSES FEBRUARY 6 DUE TO FUNDING AVAILABILITY
DURHAM— City of Durham residents and landlords seeking emergency rental and utilities assistance now have until February 6 to submit their applications before the Durham Rent Relief Program closes to new applicants.
The Durham Rent Relief Program, funded by the City of Durham and administered by Legal Aid of North Carolina, began accepting applications on January 12. Over 1,700 applications have been submitted in less than one month, with another 1,400 in the process of being completed.
According to City of Durham Community Development Director Reginald J. Johnson, this large volume of requests may already be enough to use all of the available funding. “The decision to stop taking new applications is based on funding availability compared to the volume of requests we’ve already received through this program,” said Johnson. “We do not want people to continue to apply for assistance if we know there is not enough funding left in the program to assist them.”
Applications are now being reviewed as they are submitted. Renters at imminent risk of eviction will receive top priority. Priority is also being given to households with very low incomes, or with one or more members who have been unemployed for at least 90 days.
“As we receive new applications, the pool gets reprioritized with people in one of the higher priority groups going to the top of the review pile,” Johnson said. “Unfortunately, this means that not everyone who has applied already, or who will apply before the February 6 closure date, will receive financial assistance.”
February 6 will be the last day for individuals to open new applications in the Durham Rent Relief Program online application portal. Individuals who open applications on or before February 6 will still be able to complete their applications and submit them for review after the closure date.
Renters and landlords who need assistance with the online application portal may also call (919) 521-5777 or send an email. In person assistance is also available Monday through Friday from 9 a.m. to 3 p.m. at the Durham County Courthouse, Courtroom M4, 3rd Floor, 510 South Dillard St.
After the February 6 closure date, renters facing eviction may call Legal Aid of North Carolina’s toll-free Housing Helpline at 1-877-201-6426 or visit their Housing Helpline webpage for free legal resources on eviction and renters' rights.

05.11.2021- Durham Emergency Rental Assistance Program Now Accepting Applications
Durham residents who are behind on their rents and facing evictions due to the COVID-19 pandemic can now apply for financial help to stay in their homes from the new Durham Emergency Rental Assistance Program (ERAP).
The Durham ERAP, a partnership between the City of Durham and Durham County governments, is being funded with $9.6 million in federal funds from the U.S. Department of Treasury. Managed by the Durham County Department of Social Services, residents can apply to the program by visiting DurhamERAP.dconc.gov. On the website, residents will find eligibility requirements, frequently asked questions, and the online application in English and Spanish.
“I’m thrilled about the launch of this great City-County-community partnership that will help so many Durham residents facing a crisis with their housing,” said Durham County Board of Commissioners Vice Chair Wendy Jacobs. “Our Social Services team has worked tirelessly to create a very user-friendly website for the Durham ERAP.”
Upon acceptance into the program, residents can receive assistance for a period of up to 12 months, which includes both arrears and forward rent and utilities. Under special circumstances, grantees may be eligible for assistance for an additional three months beyond the 12-month limit. Forward rent and utilities assistance can only be applied for three months at a time.
Public housing residents and tenants who receive housing subsidies are eligible for rental assistance to cover any portion of rent and utilities that the tenant pays for themselves. Utilities include electricity, gas, water, sewer, wastewater, trash removal, and fuel oil. Internet expenses may also be covered.
“The City of Durham is pleased to commit $8.4 million in funding received from the federal government to support the Durham ERAP,” said Mayor Steve Schewel. “This program will provide critical financial support for Durham renters who are struggling as a result of the COVID-19 pandemic.”
To be eligible to receive Durham ERAP assistance, applicants must be a current resident of Durham County; must be renting a room, apartment, or home in Durham County; and at least one person in the household must qualify for unemployment or has experienced financial hardship due to COVID-19 or is at risk of homelessness or housing instability; and have a household income at or below 80% of the area median income (AMI). According to the regulations provided by the U.S. Department of Treasury, priority must be given to households with incomes less than 50% of AMI. Those residents in this category will be served first.
The Durham ERAP is also being assisted by five community partners that have been contracted to assist residents who do not have Internet access, or who simply require additional assistance with completing the online application. The community partners, which are El Centro Hispano, CAARE, Centre for Home Ownership, Community Empowerment Fund, and The Church World Service, will offer assistance to residents in applying to the program. Residents visiting the Durham County Human Services Building, located at 414 E. Main St., can also expect to greeted by Social Services staff who will answer basic questions about program requirements and provide residents with a QR code to start the online application process.

To be eligible to receive Durham ERAP assistance, applicants must be a current resident of Durham County; must be renting a room, apartment, or home in Durham County; and at least one person in the household must qualify for unemployment or has experienced financial hardship due to COVID-19 or is at risk of homelessness or housing instability; and have a household income at or below 80% of the area median income (AMI). According to the regulations provided by the U.S. Department of Treasury, priority must be given to households with incomes less than 50% of AMI. Those residents in this category will be served first.
The Durham ERAP is also being assisted by five community partners that have been contracted to assist residents who do not have Internet access, or who simply require additional assistance with completing the online application. The community partners, which are El Centro Hispano, CAARE, Centre for Home Ownership, Community Empowerment Fund, and The Church World Service, will offer assistance to residents in applying to the program. Residents visiting the Durham County Human Services Building, located at 414 E. Main St., can also expect to greeted by Social Services staff who will answer basic questions about program requirements and provide residents with a QR code to start the online application process.

Durham CoC Competition Pre-application Workshop 4.30.2021
The Community Development Department has opened the website www.zoomgrants.com/zgf/City_of_Durham/2021-Continuum_of_Care to accept pre-applications for the 2021 HUD Continuum of Care Homeless Grants Competition. Pre-applications for this competition must be received in this website by 3 PM on May 24, 2021.
In order for an organization to be eligible to submit a full project application after the U.S. Department of Housing and Urban Development releases the 2021 CoC Homeless Grants Competition Notice Of Funding Availability (NOFA) later this summer, a pre-application must be approved by the Community Development Department, the Durham CoC's Lead Agency.
A workshop to learn more about the 2021 CoC Homeless Grants Competition and the Durham CoC's pre-application process will be held virtually via Zoom on April 30th at 10 AM. Please register in advance for this meeting:
